Supervision Services for the Design and Build Works for the Electrification,
Signaling, and Telecommunication of the Bilajari–Yalama Railway Section
The Government of Azerbaijan
Republic has applied for a loan from the Asian Development Bank (ADB) to
finance the Azerbaijan Railways Electrification, Signaling and
Telecommunication Project (Bilajari-Yalama) (“the Project”). Part of the
loan proceeds is intended to be used for eligible payments under the contract
for construction supervision consulting services for the design and build works
for the electrification, signaling, and telecommunication systems of the
Bilajari–Yalama railway section.
The Project will be implemented by
“Azerbaijan Railways” Closed Joint Stock Company ADY).
The Project forms part of a
wider programme to modernize 25 kV AC electrification and signaling and
telecommunications systems along the railway sections Bilajari–Yalama and
Baku–Boyuk Kesik, which are key elements of Azerbaijan’s north–south and
east–west rail corridors serving ADY’s international freight operations.
This first project under the
programme covers the Bilajari–Yalama section, a key link within the
International North–South Transport Corridor (INSTC) supporting regional
freight transit. The section comprises approximately 192 km of double track and
15 stations. The estimated period for the design and construction works is 42
months, inclusive of the design period.
The consulting services involve
construction supervision services in accordance with relevant local legislation
and the Conditions of Contract for Plant and Design-Build for Electrical and
Mechanical Plant, and for Building and Engineering Works, Designed by the
Contractor, published by the International Federation of Consulting Engineers
(FIDIC) (Yellow Book, Second Edition 2017, reprinted with amendments in 2022).
The main objectives of the consultancy
services are:
a) Establish the schedule, methods, and
procedures for reviewing the detailed design prepared by Contractor; ensuring that the technical
specifications have been duly accounted for in the detailed engineering design
and construction drawings;
b) Function as the “Engineer” in administering
the Works contract; and
c) Provide day-to-day supervision of works,
including certifying the quality and quantity of the work completed.
The total duration of the construction
supervision consulting services will be 66 months and will consist of the
following phases:
a. Supervision during design and construction phase: 42 months
b. Supervision during Defects Notification Period (DNP): 24 months
The Request for Expression of Interest
was published internationally on ADB's Consultant Management System (CMS) on 19
May 2026. The deadline for the submission of Expression of Interests is 7 June
2026.
