Agricultural Competitiveness Improvement Project

Assignment Title: (i) Translators with experience on Plant Disease Diagnosis & Management pest risk analysis, pest control and (ii) Scientific Editor with experience on Plant Disease Diagnosis & Management pest risk analysis, pest control

The Government of Azerbaijan has received financing from the World Bank toward the cost of the Agricultural Competitiveness Improvement Project, and intends to apply part of the proceeds for consulting services.

The project consists of four components:

(i) Component A - Component A - Support for sanitary and phytosanitary services;

(ii) Component B - Agri-food value chain development;

(iii) Component C - Financial services to agribusiness;

(iv) Component D - project management and implementation.

Proposed assignment will be implemented under Sub-Component A2.

Sub-component A2: Upgrading Plant Health and Phytosanitary System.

This sub-component supports upgrading the State Phytosanitary Control Services (SPCS) which is mandated to ensure phytosanitary safety on the import, production, storage and processing of plant and plant products.

The general objective of the assignment

The Project activities aimed under this assignment will be implemented in close coordination with the Azerbaijan State Agrarian University (ASAU), which is a Beneficiary. The Project purchased the following fundamental textbooks on Plant Disease Diagnosis & Management:

6 Laboratory Techniques in Plant Bacteriology

In order to support the Beneficiary and provide opportunity to the students in a field of plant protection at the University of ASAU, the Project is aimed to translate the above-mentioned books from English into Azerbaijani. Expected average translation material is 5 000 pages (with consideration of 350 symbols in a page).

For this purpose, the Project intends to involve:

1) Currently available several translators, well experienced and with specific knowledge in Plant Disease Diagnosis & Management area. Except the translation of books from English into Azerbaijani, the selected Translators will be also responsible for technical corrections/editing/formatting of provided translated material.

2) Scientific Editor (one (1) person), who will be responsible for provision on scientific revisions and check of the translated materials, in a view of scientific correctness. The Scientific Editor will closely work with the Project Team, Beneficiary members and selected Translators, as well. He/She will be also responsible in provision of recommendations and attendance of the meetings, in case of need.

Duration: It is estimated that the implementation shall require around 4-6 months, starting from November 2020.

The shortlisting criteria:

Translators:

* University degree in Translation with background English/Azerbaijani;

* Over 10 years' experience in translation field;

* At least 5 years of proven translation experience in Agriculture area;

* Previous specific experience in provision of translation services in Plant Disease Diagnosis & Management or /Plant Health/Pest Control area;

* Previous experience with World Bank- funded projects and understanding of its requirements is preferable;

* Excellent written and spoken English skills;

* Working knowledge of Russian asset, but not a requirement;

* Sharing knowledge and experience, communicating ideas and managing information flow;

* Good inter-personal and communication skills.

Scientific editor:

* Scientific degree in in Plant Disease Diagnosis & Management or /Plant Health/Pest Control area;

* Over 10 years' experience in Agriculture - Plant Disease Diagnosis & Management or /Plant Health/Pest Control;

* At least 5 years of proven experience in provision of Scientific Editions;

* Excellent written and spoken Azerbaijani and skills;

* Working knowledge of English and Russian is asset;

* Previous experience with World Bank- funded projects and understanding of its requirements is preferable

* Sharing knowledge and experience, communicating ideas and managing information flow;

* Good inter-personal and communication skills.

The Agricultural Competitiveness Improvement Project now invites eligible individual consultants to indicate their interest in providing the services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers, January 2011 edition, revised July 2014 ("Consultant Guidelines”), setting forth the World Bank's policy on conflict of interests.

A Consultant will be selected in accordance with the Individual Consultancy method set out in the Consultant Guidelines.
